What does it mean if stations are shown, but no paths?

What does it mean if stations are shown, but no paths?

On the map, that is. On 10, 12, 15, 17 meters right now, the map shows a few station callsigns, but no paths to indicate that they were heard or that they heard anybody. Do listening stations report in to the network even if they hear nothing?

I like to use the WSPR map to give me an idea what bands are open, but perhaps there aren't enough WSPR beacons yet on the higher frequencies to do this?
