Dont rely on internal power meter

I use an Icom 7000 and had been relying on the internal power meter to judge my output. The 7000 shows power in terms of percentage of total RF Output which is 100watts. Therefore 10% = 10 watts. or does it:

Today I bought a vSWR/Power meter and I found out that 14% RF Power is 5 watts.

Unless I have misunderstood something then I have been over reporting my power.

Please let me know if I have got this wrong.
