From the 13th of June, 2012, German amateur radio stations with licence class "A" are allowed to use medium wave frequencies between 472 and 479 kHz.
Maximum power output is 1 W ERP, maximum bandwidth 800 Hz. So WSPR is not a problem. What frequency should be used by German operators? Sorry that we can't use the 0.5024 MHz channel (dial).
