WSPR download data anomoly

I recently decided to try an experiment to determine experimentally the effect of changing my transmit power on WSPR. I ran a series of transmissions at 1W, 2W, 5W, and 10W transmit power. The next day I downloaded the WSPR csv data file for that day and analyzed the data. I was surprised to find that it listed no transmissions at all from me at 10W (40 dBm). Furthermore it listed transmissions from me at 23 dBm, which I definitely didn't do! Very strange. Interestingly, when I looked up my transmissions by using the query on wsprnet.org, it correctly listed spots from me, including many at 40 dBm and none at 23 dBm.

Yesterday I tested this again by sending only transmissions on 30m with 10W of power. Again the listing using the wsprnet.org query looked correct, but when I downloaded the csv data file it listed transmissions from me at 23, 30, 33, 37, and even 47 dBm. Something seems amiss with the csv data. Is there something I'm not understanding or is there a problem with the csv files in the download data?
