Site load distribution and limitation

Following these discussions: http://wsprnet.org/drupal/node/7988 and http://wsprnet.org/drupal/node/7990 how about implementing a number of steps to distribute and reduce the site load "already now" even if one of the steps is currently enough?

Ideas

- ask WSPR decode developers to implement a random timer from 0 s to 100 s after decoding has taken place before uploading begins

- vs time of the day implement a limit to the number of data to that can be included when making a map/database query

- manage the refresh time of database queries in a load distribution way. Currently the refresh rate is static and 300 s. This means that the refresh is always at the same time. This may be close the time just after decoding has taken place for the majority of users. Instead the server could issue a dynamic refresh rate, per page generated, so the next refresh will happen at a less busy period in the 2 min cycle
