Reported S and N: average values or measured at a certain (short) time slot?

Reported S and N: average values or measured at a certain (short) time slot?

Dear WSPRers,
I would like to compare antennas. In the Forum I have found many helpful hints, dos and don'ts.
However, a question about the S/N figures reported by stations that have decoded my WSPR transmissions remained open:
A WSPR message transmission takes 110.6s. During this time S and N are measured.
S is measured over a bandwidth of 6Hz, N refers to a bandwidth of 2500Hz.

My question is: Are S and N an average S and an average N over this time,
or are S and N measured at a certain, short time slot during this period?
To me this seems to be an important information, mainly because of possible QSB.
