Operators below usual 30m WSPR slot?

I have noticed a number of operators popping up on my QRSS grabber between 10140.1 and 10139.900 kHz. So I changed the dial and WSPR programme dial frequency to 200Hz lower than usual. The callsigns above showed up. Some many times. I have excluded some false decodes, which my WSPR setup seems prone to.

I'm not immune to putting the wrong parameters into the WSPR programme and know how easy it is to be a few 100Hz out, but this must be limiting the number of reports these stations are getting as the usual dial setting would be above their transmitting frequency.

Can anyone cast some light on this?
